AIDS and the Public Schools. Leadership Reports, Volume 1.
Hooper, Susan; Gregory, Gwendolyn H.
This report reviews the essential medical facts concerning Acquired Immune Deficiency Syndrome (AIDS), the legal implications of AIDS in the school setting, and school board policy responses to AIDS. The report begins with an introduction that clarifies the extent of the problem posed to schools by AIDS and identifies the kinds of information with which school leaders should be acquainted. The next section of the document reviews the medical facts, establishing what AIDS is, what is being done to fight it, and who gets it; citing recommendations from the medical community concerning persons with AIDS in the school setting; and noting the importance of educating the public about AIDS. Legal factors are considered in the document's next section. These factors include the impact of federal laws and regulations on responses to AIDS; the findings in court cases involving AIDS in schools; state laws; and individual rights. The final section of the report discusses school policy problems posed by AIDS and provides examples from the policies of districts throughout the nation. Advice on policy development is also provided. (PGD)
