Evaluation of the Attendant Care Pilot Project. Final Report.

An Attendant Care Pilot Project, administered by the Home Care Service of New South Wales, Australia, and providing attendant care for 24 permanently severely physically disabled adults for 2 years, was evaluated. The patients were medically stable and intellectually capable of managing their own affairs; all had impairments which required assistance in personal care, locomotion, and dexterity. Two models of care were tested in the project; and while eight of the patients used attendant care service arranged by the Home Care Service, 16 patients received a regular allowance to arrange such services for themselves. Such issues as the assessment procedures, hiring and training of assistants, insurance, payment of attendants, attendant management, integration with other existing services, costs, and estimates of potential numbers of users of attendant care in Australia were examined. Among the many recommendations were: (1) that a national attendant care program be introduced for severely physically impaired adults; (2) that an attendant care scheme provide an integrated range of services comprising personal and household tasks; (3) that an attendant care scheme provide both of the models for attendant care evaluated in this study; (4) that assessment procedures be adopted to determine the amount of attendant care required; and (5) that a government department be responsible for the administration and assessment of the attendant care scheme. Extensive appendices include questionnaire and interview forms, pilot study survey instruments, ability profile forms, the list of organizations and institutions contacted or visited, the attendant management manual, sample advertisements used to find attendants, and a research brief.
