A discussion is presented on the problem of declining minority enrollment in higher education, and in particular, teacher education. Poverty is cited as a major factor in decreasing college attendance on the part of minority students. The pressure to raise admission standards and the use of the National Teacher Examiniation to determine whether a teacher education graduate will be certified are also cited as contributing factors to the decline of minority teacher education students. Survey results on the status of black teacher education candidates in Indiana are presented as well as responses from institutions around the country about the declining presence of minorities in higher education generally and teacher education specifically. Suggestions on possible solutions to the problem include encouraging active involvement of minority alumni groups. (JD)
