This document presents witness testimonies and prepared statements from the Senate hearing called to consider the reauthorization of ACTION programs. Opening remarks by Senators Orrin G. Hatch and Paula Hawkins discuss ACTION, a federal agency whose purpose is to advocate, promote, and support the voluntary efforts of citizens in solving the problems of the poor, the disabled, the elderly, and children with special needs. Testimony and prepared statements of the following witnesses are presented: (1) Donna Alvarado, director, ACTION Agency; (2) Nancy Doctor, president of the National Association of Senior Companion Program Directors; (3) Jim H. Sugarman, president, National Association of Retired Senior Volunteer Program Directors; (4) Betty Manley and Reta Katzman, vice-president and president respectively, National Association of Foster Grandparent Program Directors; (5) Ira Greiff, project director, St. Francis House, Boston; (6) Daisy Martin, Sister Jean Goering, and Frances Judd, volunteers; (7) Senator Edward M.
