This document is an instructional guide for use by local Boys Clubs of America in promoting delinquency prevention and in designing programs to address the problem of the inappropriate detention of juveniles. The problem of inappropriate youth detention and the need for Boys Clubs to provide alternatives to detention are discussed in the introduction. Warning signals of potential crisis situations which need to be noticed and investigated are identified. A group experience program entitled "Youth Helping Youth" designed to help abused children share their experiences with peers and learn coping skills is presented as an example of one measure. Articles discuss ways of responding to youth in crisis in the areas of: (1) intervention in the juvenile system; (2) alternatives for clubs; (3) five successful emergency response programs; and (4) a sample action plan. A glossary of juvenile justice terms, a list of terminology used in juvenile cases, a worksheet for delinquency prevention planning, and a resource list are included. (ABL)
