To assess attainment of basic skills, the San Diego Board of Education mandates that all students in regular programs at grades 5, 7, 9 and 11 be tested by the Districtwide Testing Program. This evaluation report presents the academic achievement of Grade 11 (Fall 1984) students in comparison with (1) a national norm group and (2) previous years achievement results. To measure student achievement relative to achievement nationally in the basic skills areas of reading, spelling, language and mathematics, the Comprehensive Tests of Basic Skills were administered to 6,800 students at grade 11. The average grade 11 student scored at or above the national norm in nine of the ten basic skills subtests. The only subtest in which the district's average was below norm was Reading Comprehension (46th percentile). Spelling, language and mathematics subtest scores were well above the national average. Present data contrasted with previous years' results indicate that (1) reading achievement has declined substantially; (2) spelling scores have increased significantly; and (3) language and math scores have continued to increase. The recommendations of this report relate to additional analyses of test results--especially in the content area of reading. Appendices are extensive and include districtwide testing results, historical perspectives, concept cluster analyses, a graphic display of student progress, and a report to the Board of Education.
