Voucher Subsidized Child Care: The Hudson County Project.

From October 1982 through September 1984, the New Jersey Department of Human Services, Division of Youth and Family Services (DYFS) piloted a research and demonstration project to test the outcome of using vouchers to finance the public provision of child care. Because of historical funding patterns which tied day care subsidies to particular localities, eligible residents of 9 of the 12 communities in Hudson County had no access to child care subsidy before the Voucher Day Care Project: through the voucher project, the vacancies in child care slots throughout the county were made available for the first time to eligible consumers. Throughout the pilot project, a four-part evaluation procedure measured and described the following components: (1) the individual consumption decisions made by the recipients of child care vouchers, (2) the basis for these service choices, (3) the adequacy of administrative and procedural safeguards for the voucher demonstration, and (4) the project's operation. Findings of the project can be summarized as follows: (1) vouchers proved a satisfactory service delivery system for subsidized day care, (2) through the voucher project, parents were able to become informed consumers of child care, (3) the voucher project increased parental access to child care, and (4) vouchers were a cost-effective method of providing child care subsidy. Contents of the report include the following: an introduction; methodology; summary of project operations; summary of project implementation; description of level of service offered by child care providers; cost-effectiveness; assessment of voucher as an efficient delivery system; corporate outreach; and recommendations.
