The 1983-1984 annual report of the Higher Education Opportunity Program (HEOP) at New York independent colleges and universities is presented. Information is provided on program administration, eligibility and student characteristics, campus programs, student achievement, and program financing. The state appropriated almost $11.5 million to serve disadvantaged students in the HEOP in 74 programs at private institutions in 1983-1984. Total expenditures for the program, from state, institutional, federal, and other sources, totalled over $64 million. During the year, 6,595 HEOP students were enrolled either full- or part-time, including 5,456 students in four-year colleges, 579 in two-year colleges, and 560 in prison programs. About 2,000 were freshman students, and almost 90 percent had family incomes under $14,000, while 61.5 percent had incomes below $7,000. About 5 1 percent were Black, and 25 percent were Spanish-surnamed, of which 68 percent were Puerto Rican. The college provided structured supportive services, including a pre-freshman summer program, special remedial and developmental courses, tutoring, and counseling. Sixty-four percent had cumulative grade point averages about 2.0, and 17 percent had grades of 3.0 or better. HEOP students completed 83 percent of total credits completed. (SW)
