This report by Wyoming's Blue Ribbon Committee on Quality Education focuses on four basic recommendations through which student preparation could be improved. First, the elementary, secondary, and college curriculum in the state needs to be better defined and integrated. Second, educational processes must make more effective use of available technology. Third, education must focus on preparing students to cope with technological and social change. Fourth, the general public must be encouraged to support efforts to achieve educational excellence at local and state levels. The report makes general recommendations in the areas of student use of time and making schools more effective, then provides 15 specific recommendations pertaining to elementary and secondary education, professional staffing, and state management of education. These specific recommendations concern high school graduation requirements, statewide program evaluation, college preparatory programs, college entrance requirements, basic skills education, development of thinking and problem-solving skills, curriculum integration, individualization of education, concern for the whole child, competency-based teacher employment, professional development for teachers, temporary certification, administrative accountability, state coordination of data collection, and development of a statewide electronic communication system for instruction.
