A Systematic Procedure for Setting Evaluation Team Priorities.

The evaluation team of the Lincoln Public Schools (Nebraska) used the multi-attribution utility technology (MAUT) approach to prioritize potential evaluation projects. The priorities were used to allocate resources to the district's most important projects, and to eliminate or scale down less important projects. The problem was caused initially when the number of projects to be evaluated doubled, while the evaluation staff decreased by one-fourth. The MAUT procedure included six steps: (1) compiling a list of potential projects; (2) identifying stakeholders, starting with the evaluators; (3) identifying and categorizing the attributes of evaluation team projects--educational significance, project breadth, potential impact of the evaluation, political impact of the project on the district, project feasibility, and degree of match between project requirements and evaluators' mission; (4) assigning weights to the attributes; (5) assigning locating points to each attribute for each project; and (6) aggregating the location scores to determine the composite priority score for each project. The procedure was used to prioritize 55 project evaluations. Although the results were satisfactory, the procedures were fairly complex. Suggestions for continuing use of the procedure include the involvement of a wider group of stakeholders. (GDC)
