The final product of the Wisconsin Special Users Needs Assessment project initiated in the summer of 1984, this report outlines how library systems have worked with hard-to-reach and underserved populations over the past 10 years. The document is divided into three parts. Based on a review of the systems' annual plans and evaluations for the past decade, the first section is a narrative profile of each library system's program for its users with special needs and includes a chart of system expenditures and LSCA (Library Services and Construction Act) grants administered by the system. The second part is a list of all the LSCA grants awarded in Wisconsin to special needs populations divided by system and including grants implemented by member libraries as well as system-level grants. The final part provides an overview of LSCA activity in Wisconsin during the past decade and a list of the LSCA grants awarded during the time period. The section includes tables and charts and is arranged by target group including the elderly, rural, Native American, visually impaired, disadvantaged, incarcerated, educationally disadvantaged/functionally illiterate, economically disadvantaged/unemployed, hearing impaired/deaf, Spanish speaking, and handicapped individuals.
