New Parents as Teachers Project. Evaluation Report and Executive Evaluation Summary.

Organized in 1981 by the Missouri Department of Elementary and Secondary Education, the "New Parents as Teachers" (NPAT) program was initiated to demonstrate the value of early, high quality parent education. More specifically, the NPAT program provides age-appropriate information on children's development; helps parents increase their skills as observers of their child; and provides guidance in promoting the child's intellectual, language, social, and motor skills development. The NPAT project was initiated during the 1981-82 school year in four Missouri school districts. The project provided first-time parents and their children with a variety of services from the third trimester of pregnancy until the children were three years of age. To provide useful information to others contemplating implementation of similar programs and to improve the quality and effectiveness of the NPAT program itself, program designers specified that the program should be evaluated during the third year of program operation: the results of that evaluation effort are the subject of this report. Areas covered in this evaluaton report include the following: design of the NPAT evaluation; results of the evaluation as demonstrated in children, parents, and NPAT staff; and a summary of the findings. Appendices provide testing details and specific results of the evaluation methods used. A separate, brief executive evaluation summary provides an overview of the entire project. (DST)
