This document provides guidelines for the preparation of school district plans for implementation of the microcomputer instructional programs recommended for Arkansas schools. Introductory materials include suggestions for school administration leadership activities in a microcomputer utilization plan, a message to the superintendent, and six recommendations from the Arkansas Commission on Microcomputer Instruction. The first of three major sections provides a brief description of the development, implementation, and evaluation of four programs in grades 4-6 in 22 school districts that involved 111 classroom teachers. Topics addressed include: computer assisted instruction (CAI); microcomputer basic skills laboratories; basic skills testing and prescriptive programs; basic skills mastery management systems; research related to the Instructional Microcomputer Project for Arkansas Classrooms (IMPAC); and on-site visitation programs. The second section presents guidelines for developing IMPAC approved programs, including suggestions for instructional utilization of computers and methods for incorporating computers into an instructional program. Three major CAI procedures used by teachers are analyzed, and courseware, hardware, facilities, electrical, and inservice needs of microcomputer programs are identified. The third section provides specific information on selected IMPAC activities and more generic information on: microcomputer cost effectiveness based on educational research; scheduling computer time; microcomputer instruction in a classroom versus a lab; selecting a microcomputer and peripherals; equipment bid specifications and maintenance agreements; classroom facilities; electrical requirements; inservice teacher programs; and microcomputer program costs. A list of courseware used in the IMPAC programs is included as well as a glossary of 36 computer terms. A list of references completes the document. (JB)
