The reports are presented from three Cooperative Monitoring Groups of the Council for Cultural Cooperation. The groups studied 14 projects that contributed to local and regional development through their provision or encouragement of the provision by others of adult education and training as a component of that development. A brief introduction describes the context and features of the project whose topic was adult education and community development. Themes of the three Cooperative Monitoring Groups' Reports are (1) participation of women and men in decisions affecting their daily lives over a wide range of local and regional issues, (2) responses to unemployment and to the consequences of economic restructuring, and (3) evolution of the social and cultural roles of women and men. The framework for each of the three papers is composed of these elements: Weltanschauung (or world view), environmental constraints, actors (the types of individuals who carry out the activities), customers (selection or choice of clients), ownership (the nature of the agency), and transformation process (the means by which the inputs are defined and by which the defined inputs are transformed into desired outputs).
