This report summarizes the work and conclusions of a project on adult education and community development. Parts A to C give certain details on the conception and progress of the project linking the necessary rigor of the method to the achievement of objectives. The purpose of Part D is to bring out some of the essential features emerging from observation of the operation of the 14 pilot experiments. These have primarily to do with the idea of development and the overall strategy adopted in instituting the process. Part E tries to construct a theoretical framework for the development concept with the necessary political implications. Eight general policy guidelines are discussed. This theoretical framework provides the elements for formulating a series of action proposals in the form of instruments for practical use in Part F. These are instruments of (1) initial promotion, (2) consciousness-raising and needs identification, (3) planning and programming, (4) implementation, and (5) evaluation. The report ends by describing some possibilities for future cooperation. (YLB)
