This Congressional report contains the testimony presented at a hearing focusing on two bills dealing with worker retraining. The two bills, H.R. 26 and H.R. 1219, are intended to establish a system of individual training accounts in the Unemployment Trust Fund, amend the Internal Revenue Code of 1954 to provide that certain contributions to such accounts shall be deductible from gross income, and for other purposes and to provide incentives for worker training through both employer and individual initiatives, and fund a study of the feasibility and cost of a National job bank. Included among those agencies and organizations represented at the hearing were the following: the American Society for Training and Development; the Committee for Economic Development; the New York State Department of Education; the Hay Group, Inc.; the Academy for Educational Development; and the Carnegie Foundation for the Advancement of Teaching. The report also contains the texts of both bills, several prepared statements that were delivered at the hearings, and the texts of several newspaper articles on jobs programs and retraining that were entered into the record of the hearing.
