Empirical Measurement of Teacher Performance. Research and Evaluation in Teacher Education.

This monograph reports a continued effort at the Univeristy of Toledo to conduct research and evaluation of an operational, competency-based teacher education (CBTE) program. The University of Toledo embarked on a measurement and evaluation effort for its CBTE program in 1975. An initial report was released in May 1980, and a second report was published in October 1982. The present monograph contains a revision of the second report and a description of the continued research efforts in the area of teacher competence and effectiveness from the CBTE perspective at The University of Toledo. It consists of six chapters. Chapter 1 introduces the context of the monograph. Chapter 2 provides a limited review of relevant literature on the subject. Chapter 3 indicates procedures for identifying teacher competencies and the classroom observation methods and instruments to do so. Chapters 4 and 5 provide two kinds of analysis--profile analysis and multivariate analysis. The final chapter, 6, establishes conclusions, makes recommendations for further action, and considers where the topic being explored is taking the College of Education and Allied Professions at The University of Toledo as well as other teacher education institutions and the profession at large.
