This publication contains the administrative rules governing child care centers in the State of Michigan; it sets forth the minimum standards for the care and protection of children attending Michigan's day care centers and nursery schools. The rules, promulgated by the authority conferred on the Department of Social Services by Section 2 of Act No. 116 of the Public Acts of 1973, took effect on June 4, 1980. They were amended in June, 1984, primarily to provide greater clarity and consistency as well as to represent substantial cost reduction benefits to licensees. These amended rules took effect July 24, 1984. Recommendations for amendments have been reviewed by the Ad Hoc Committee, a Review Committee, licensees, many child care organizations, interested citizens, and parents. Organized in nine parts, contents focus on (1) general provisions, including provisions for care of children two and one half years to five years of age; (2) additional provisions for care of children between ages of two weeks and two and one half years; (3) additional provisions for care of children six years of age and older; (4) additional provisions for drop-in centers; (5) additional provisions for specific program components; (6) transportation provisions; (7) field trip transportation provisions, (8) fire safety provisions; and (9) sanitation provisions.
