This publication is intended to assist economic decision makers in designing strategies for maximizing the economic development contributions of entrepreneurship and small business in Illinois. The challenges and opportunities for economic development through enhancement of entrepreneurial activity in the State are discussed. Various successful economic development strategies and a 12-step economic development model are presented. Addressed next are the small business crest in America and the economic impact of entrepreneurship and small business in both the United States in general and in Illinois in particular. The next two sections of the guide deal with job creation and the small business climate. The characteristics of small business owners are outlined, and strategies for assisting entrepreneurs are presented. The next sections cover the benefits and essential dimensions of incubators to shelter entrepreneurs. The concluding portions of the guide deal with the scope and benefits of entrepreneurship education in general and with specific entrepreneurship programs either already in existence or recommended for implementation in Illinois.
