An Assessment of Public Relations Methods Used to Recruit Adult Vocational Preparatory Students in the State of West Virginia.

A study examined the public relations methods currently used by vocational administrators, guidance counselors, job placement personnel, and teachers in West Virginia to recruit adult students into vocational programs. The study involved four surveys completed by 43 administrators, 55 counselors, 21 teachers, and 299 students, thus representing survey response rates of 59, 82, 53, and 100 percent, respectively. Newspaper advertisements and articles were the publicity means used most frequently. Not surprisingly, all the practitioners surveyed felt that these means were also the most effective recruitment tools. However, 20 percent of the students surveyed reported that former students had influenced their decision to enroll in a vocational program, whereas only 18 percent enrolled as the result of a newspaper ad. Despite the fact that vocational alumni are the best recruiters for adult vocational education, few vocational schools in the State have alumni associations. It was recommended that recruitment campaigns be targeted toward persuading more women to enroll in programs to prepare them for nontraditional occupations and that schools make more use of television commercials as a recruitment tool.
