The manual presents policy and procedure guidelines for special education in British Columbia, Canada. Following an introduction and a statement of philosophy and goals, eleven topic areas are addressed: service delivery models (planning, administration, evaluation, coordination of services); division organization (Hearing Impaired and Speech Programs Branch, Indian Education Branch, Vision Services Branch); financial management system (service levels, cost factors, reporting structure, program monitoring); program guidelines (programs for severely and profoundly mentally handicapped, autistic, severe behavior problems, gifted, homebound); special health services (speech pathology); identification, assessment, and planning (screening assessment model, selection and use of tests, Individualized Education Programs); implementation/inservice; school-based administration; special programs transportation; learning assistance (resources, facilities, consultation); and funding-placement policy and procedures-severely handicapped children (provincial resource center and programs).
