The Houston Independent School District operated 78 magnet schools during 1983-84. Located on 70 campuses, the programs represented all grade levels and ranged from fine arts programs to extended instructional day programs and programs for the academically able student. During 1983-84, the magnet school plan accomplished its stated objectives (the first four were defined by the 1975 U.S. District Court decree under which the magnet plan was implemented.) (1) It reduced the number of ethnically isolated schools from 121 in the baseline year of 1974-75 to 106. (2) It reduced the number of students attending ethnically isolated schooOs from 54.9% in 1974-75 to 46.9%. (3) Free transportation was provided to 12,827 students, an increase of 700 students. (4) The overall makeup of the magnet school and Cluster Center student population was 37.6% Black, 26.7% Hispanic, and 35.9% White. (5) The magnet schools accomplished 336, or 93% of the 361 proposed performance objectives. The objectives most frequently not met concerned enrollment, recruitment, and academic achievement. Expansion of the Magnet School Plan and refinement of existing programs will offer more students the opportunity to participate in what has proven to be a largely successful program. (KH)
