The findings and recommendations of five task forces, composed of members of major Latino organizations and experts in Latino affairs, are summarized in this report on the public policy needs of Hispanics. The five areas of concern covered by the task forces are statistical policy and data needs; employment ane economic well being; social services and community development; education; and civic identity and political participation. The report contains an abstract of each of the task forces' most important observations, findings, and recommendations. In general, most conclude that a dearth of data concerning the policy needs of Hispanics is seriously hampering the policy making process. Most recommend needs assessments at the community level, as a basis for priority setting and program development, and evaluative program data are called for to assure that services provided to Hispanics are effective. Too often, it is argued, distinct national origin groups are dumped together into an artificially homogeneous whole. And furthermore, even when good research is conducted, the data are not adequately analyzed or disseminated. Also, it is recommended that future research on why Hispanics are relatively more disadvantaged should focus not only on the group characteristics of Hispanics, but on institutional and contextual factors as well, and that researchers who are themselves Hispanic should be encouraged to work on research on Hispanic concerns and topics.
