Research on Demonstration Title I Compensatory Education Projects. Analysis Plan, Volume I and Appendices, Volume II.

This report presents the analytic plan for a study of demonstration Title I projects. The study is to be one of distributional equity: what kinds of instructional services are received by what kinds of students. It is mandated by the United States Congress and will provide the basic analysis for possible modifications in the Elementary and Secondary Education Act. The report is organized into three parts. Part I contains an overview of the background and objectives of the research, including: the Congressional mandate; the overall National Institute of Education compensatory education study plan; the background to the 16 demonstration districts; and the objectives of the demonstration study. This section also introduces the general study design, including: primary research questions; the analytic model; the sampling plan; and levels of generalization for the demonstration study. The analytic model serves as the basic outline for Part II, where each variable group (except two, which are combined) is discussed as a separate analytic topic. Each group is addressed in terms of: research objectives; data source and variables; and analytic procedures. Links between variable groups are also discussed, and in the final chapter of this section the approach to cost analysis is presented. Part III summarizes the purpose and scope of future study reports. Particular emphasis is placed on the outline and staging of the projected first annual report. Six appendices present technical material, including: (1) a statement of the evolution of the design; (2) summaries of the 14 formal instruments used in the study; (3) possible problems in design implementation, with implications; (4) data collection procedures, quality control, and confidentiality; (5) data base organization; and (6) reliability assessment of the Classroom Activities Log.
