A Study for Cooperative Sharing of Academic Programs.

A study of Michigan's Copper Country Intermediate School District was undertaken to identify ways nine small secondary schools with declining enrollments could increase educational opportunities for students by cooperative sharing. The 6-month study included analyzing data on each school, identifying factors which might constrain cooperative sharing, identifying alternatives, developing an implementation plan, and providing opportunities for school representatives to participate. The report provides an understanding of the background and complexities of cooperative sharing, a review of the literature showing national trends and existing conditions, and an overview of current cooperative sharing programs in Michigan. Analysis of school district data projects a continued decline in secondary enrollment, examines small class enrollments, compares school calendars, identifies teaching staff 55 years old and older, and assesses physical facilities and mileage between schools. Eight considerations and options for cooperative program sharing are identified: the Michigan State Board of Education's Plan, interest and potential benefits to students, subjects with highest interest for sharing, sharing in school clusters, community sharing, sharing in vocational education center, sharing with higher education, and sharing by telecommunications. An administrative model is proposed for future consideration. Four appendices contain supporting documentation and a directory of organizations in rural education. (CHG)
