Prepared for a 1984 Organisation for Economic Cooperation and Development (OECD) conference, this report is primarily based on responses by ten member countries to a survey concerning the introduction of new information technologies--computer assisted and managed instruction, computer science training, software, and educational uses of telecommunications--into higher education. The first section outlines current developments at the national level in terms of planning, policy formation, public policy developments in specific member countries, and the influence of industry. Also discussed are developments at the institutional level that relate to expanding the education mission through new information technology use in professional, distance, and general education; developing new educational functions; searching for courseware; use of computer assisted counseling, computer assisted instruction, computer managed instruction, networking systems, and videotex systems; access to broad information and databases; the impact of research; the role of faculty; and the influence of industry. Issues that will confront policymakers and educators in the future are also addressed, as well as public policy issues that must be resolved in member countries and major questions still facing colleges and universities. Countries participating in the survey are listed as Belgium, Finland, France, Ireland, Japan, Scotland, Sweden, Turkey, and the United Kingdom. (MBR)
