A Study of the Extent and Effect of English Language Training for Refugees. Phase One: Results of a Comprehensive Mail Survey. Executive Summary.

Results of a national survey of regional, state, and local agencies administering English language training programs for refugees, the first phase of a larger study of the training programs, are reported. The executive summary outlines the responses from 8 regional, 36 state, and 232 local agencies on four topics: (1) the nature and extent of English language training for refugees, including the characteristics of local service providers and their programs; (2) the resources and costs involved in that training, including the sources of funds and the ways they are allocated; (3) the characteristics of the refugees receiving training; and (4) factors relating to program quality and success. Recommendations based on the findings are made to four groups: local service providers, state level refugee program administrators, national policymakers, and organizations engaged in resarch and evaluation.
