Dissemination Model Assistance Project (DMAP): Final Report.

The report describes the Dissemination Model Assistance Project (DMAP), designed to assist state education agencies to comply with requirements of P.L. 94-142 (The Education For All Handicapped Children Act) for a comprehensive system of Personnel Development, specifically the dissemination and adoption of proven practices. The project drew on existing state resources by stimulating current mechanisms for dissemination and adoption. Efforts of the DMAP in four states are detailed: Connecticut and North Carolina (sites of the original Dissemination Assistance Projet), Vermont, and Delaware. Evaluation data indicated that DMAP staff provided four to eight on-site consultation visits to each state and developed 15 replicable products for other interested states. Key features of the approach are seen to include networking, collaborative decision making, outreach to local education agencies, and modeling and coaching as a technical assistance strategy. The bulk of the report is composed of appended information, including the following program products: Connecticut's Promising Practices System Evaluation Report, Delaware's procedural manual for Project IDEA (Identifying and Disseminating Educational Alternatives), North Carolina's Procedural Manual for Model Services for Exceptional Children, and guidelines for Vermont's Building-Based Staff Support Teams Program.
