This report of proceedings includes a keynote address "Prevention of Mental Retardation Circa 1983" (G. Tarjan) and eight papers from a keynote panel. Papers include: "Genetic Issues" (G. Oakley); "Impact of Intervention on High-Risk Children" (J. Gallagher); "Perinatal Issues" (G. Avery); "Social Issues" (J. Mercer); "Feasible Goals for Prevention of Mental Retardation and Other Developmental Disabilities" (H. Moser); "Prevention of Developmental Disabilities: Fundamental Considerations for Public Policy" (A. Crocker); "Prevention of Developmental Disabilities: Federal Action" (J. Elder); and "Prevention of Developmental Disabilities: Model State Plan" (R. Guthrie). Following these papers is an address entitled "Prevention in Virginia" by Virginia state governor Charles Robb. Workshop discussions are then summarized for 16 topic areas, including statewide genetic and perinatal care services, prevention of preterm births, newborn and infant screening, environmental hazards of early childhood, and prevention of child abuse and neglect. More than 125 recommendations are made regarding genetics, perinatal health, early childhood, and administration and philosophy. Concluding remarks and comments summarize Virginia's progress and present reactions of state officials to the recommendations. (CL)
