This handbook provides information to New Jersey school district administrators for developing involvement programs for the parents of children of limited English proficiency. First, the benefits of parent involvement, and the roles of educators and parents are outlined. Then, a philosophy and rationale for parent involvement is presented, and suggestions are given for setting goals and developing programs around identified needs. Advice on communicating with parents is provided, and effective parent involvement strategies are outlined. Several recent efforts in New Jersey to establish parent involvement programs are described, and the importance of evaluating programs is asserted. And finally, these resource materials are included: a possible schedule of meetings and other parent activities; a sample meeting notification letter; a sample meeting agenda; a sample questionnaire and sample worksheet for conducting a needs assessment; two planning guides; a list of possible topics to be covered at parent meetings; a checklist for arranging a meeting; procedures for conducting a meeting; a sample school visit record for parents; and a checklist for evaluating a parent involvement program.
