This report describes the history and programs of the Wisconsin Education Opportunity Program (WEOP), a bureau within the State Department of Public Instruction that provides support services for Wisconsin youths and adults (particularly the disadvantaged) who intend to complete a postsecondary education program. Currently, it is said, WEOP consists of three major programs: (1) Talent Search, which disseminates information and services and assists clients in the pursuit of postsecondary education and the acquisition of resources (human and financial) necessary for successful completion of a higher education program; (2) the Talent Incentive Program, which provides supplemental grant awards to severely needy, nontraditional students; and (3) the Early Identification Program, which provides academic and personal counseling to eighth graders identified as "high potential." The services, target population, selection criteria, past operations, and future expectations of each of these programs are outlined. Next, WEOP's relationship to other educational institutions and organizations is detailed, with emphasis on special projects and WEOP's role as a referral and coordinating center for needy clients. And finally, eight WEOP clients are profiled. (KH)
