Under consideration in this conference was the idea that prospective teachers should be assessed on the ability to perform teaching skills relative to each other and that overall patterns of skill performance, not separate skills, should be used as the organizing focus of teacher certification. James Raths, in "Teacher Traits Revisited: Implications for Teacher Education," addressed the subject of the personal attributes of the prospective teacher, such as disposition, habits, or characteristics, and the importance of focusing upon these traits in the formative preservice period of training. Morton Waimon discussed "The Use of Student Time on Task Measures in Pre-Student Teaching Clinical Experiences." Included in the discussion were observations on the Beginning Teacher Evaluation Study and an analysis of the strengths and weaknesses inherent in the study and the Academic Learning Time Model. In the final speech, Larry Freeman discussed "A Program Manager's Agenda for Improving Secondary Teacher Certification Requirements." Reactions to the principal speakers are included. (JD)
