Supporting Excellence in Vocational Education through Evaluation. Annual Evaluation of Vocational Education in Kansas, 1982-83.

This report on vocational education in Kansas covers the following four areas: evaluation of programs, services, and activities proposed in the state plan for the year under review; analysis of policies for distribution of Federal funds; review of the state's evaluation activities; and assessment of the extent to which employment and training programs represent an integrated and coordinated approach. The report focuses on some implications of recent studies for education, including the desirability of all students learning basic skills, the avoidance of early tracking which limits options for some students, the necessity of helping students understand that the world of work changes rapidly and they must prepare for it by acquiring generic rather than specific skills, and the necessity of some vocational education for all students. Recommendations made regarding distribution of categorical funds include relating program improvement to research by hiring a full-time staff person, distributing funds with a focus on strengthening programs that meet identified needs, including finance and planning persons on the committee that reviews grant proposals, and identifying and carrying over model solutions to other areas. The study also recommended that the State Board of Education consider alternatives to the distribution of funds to secondary schools, directing funds to identified program needs on a short-term basis. Finally, the report recommends that evaluation procedures should be upgraded and that increased emphasis be placed on coordination of employment and training programs. (KC)
