This document is the text of Public Law 98-378, the Child Support Enforcement Amendments of 1984. The act amends part D of title IV of the Social Security Act to assure, through mandatory income withholding, incentive payments to states, and other improvements in the child support enforcement program, that all children in the United States who are in need of assistance in securing financial support from their parents will receive such assistance regardless of their circumstances. The act includes 23 sections covering such items as the purpose of the program, improved child support enforcement through required state laws and procedures, Federal matching of administrative costs and Federal incentive payments, special project grants to promote improvements in interstate enforcement, review of effectiveness of state programs, child support enforcement for certain children in foster care, enforcement of both child and spousal support, requirement to publicize availability of child support enforcement, state commissions on child support, medical support, Federal parent locator service, state guidelines for child support awards, availability for Aid for Dependent Children payments, collection of past-due support from Federal tax refunds, Wisconsin child support initiative, and sense of the Congress that state and local governments should focus on the problems of child custody, child support, and related domestic issues.
