This handbook provides assistance with developing evaluation instruments for inservice teacher education components in the Pasco County School District. Its purpose is to facilitate compliance with 1983 Florida legislation requiring the reporting of inservice teacher education attainment data based on measurable objectives. The handbook contains instructions for: (1) writing instructional objectives which define specific competencies in terms of learner outcomes; (2) identifying the inservice component type to determine the appropriate instrument; (3) developing achievement tests for component types I and V (item construction, item selection, and test form); (4) developing rating scales for component types II-IV and VI (writing items, physical appearance, reliability and validity); and (5) submitting instruments to the Department of Research and Evaluation Services for approval.
