This report presents an evaluation of the effectiveness of vocational-technical education programs, services, and activities carried out during fiscal year 1983 in accordance with the program goals set forth in the Maryland Five-Year Plan, 1983-1987, and FY 1983 Annual Program Plan. The report is based on information obtained from a number of different sources, including special council studies and reports, school visitations, participation in and monitoring of on-site program evaluations, testimony received at public meetings, and various reports and supporting data received from the State Department of Education, Division of Vocational-Technical Education. Part I addresses the mandated content of the report including an evaluation of the effectiveness of the manner in which activities were implemented, a review of program evaluation results, analyses of the distribution and use of Federal funds, and recommendations of the Council. Part II includes reports on activities of the State Occupational Information Coordinating Committee and local advisory councils. Part III presents several tables on vocational-technical education program enrollments. A list of activities in which the Council committees will become involved during fiscal year 1984 is provided in Part IV. (KC)
