The costs and benefits of enrolling foreign students at U.S. colleges and universities and implications for institutional policy are discussed in 5 chapters. In chapter 1, information is presented on: numbers of foreign college students in the United States, the national origins of foreign students, the location of foreign students in the United States, the institutions foreign students attend, and their fields and levels and study. Foreign student policies in the following countries are described in chapter 2: France, the United Kingdom, the Federal Republic of Germany, Canada, and the Soviet Union. United States policy toward foreign students is covered in chapter 3, with attention to: federal support for student exchange; additional federal support; admissions; disclosure of information; employment and research by foreigners; and foreign students and state policy. Fiscal considerations discussed in chapter 4 include: foreign students and institutional economics, and student services for foreign students. Finally, in chapter 5, the need for policy is considered in light of enrollment projections, trends by nationality, projections by discipline, and predicted levels of study. Appendices include: statistics on foreign students in the United States, and information on resource organizations that provide programs, publications, and services that benefit institutions who recruit and enroll foreign students.
