This report reviews activities carried out from 1980 to 1982 under Project Education and Community Development, a home intervention program designed to enhance the social and educational environment of minority group families in Ofakim, Israel. After a brief introduction (Part I), the accomplishments of each component program are considered separately for 1980-81 (Part II) and 1981-82 (Part III). Programs discussed include the EMRA Home-Intervention Programme, the Neighborhood Family Centers, the Parent Education Programme and play corners in pediatric clinic waiting rooms, the Tutorial Programme, the Early Childhood Resource Centre, the Programme/Center for Teenage Girls, the Early Childhood Resource Center, and a staff training component. Also considered are the project's efforts to disseminate the concepts and activities implemented under Project Education and Community Development through satellite programs in neighboring communities. Part IV reviews the project's success in meeting its aims and objectives during Phase II, which dealt primarily with the consolidation, expansion, and institutionalization within the community of Project philosophy and activities.
