The Case Study of Off-Campus Postsecondary Education on Military Bases. Final Report. Summary, Conclusions, Recommendations.

Results and recommendations of an in-depth study of education offered at 25 military installations are presented. Information is provided on study goals and the research design, and strengths/weaknesses of the study. A summary of site visitation findings is presented, along with conclusions concerning: institutional purpose and goals, organization and administration, admissions, curriculum, instruction and quality assurance, learning resources and physical facilities, student services, and financial resources. Findings targeted to the military, regional accrediting agencies, the states, and the Veterans Administration are included. Twenty-four recommendations pertaining to the major concerns identified during the case studies are offered, along with two recommendations that address the principle and philosophy of military-base education. Three major areas for further study are also identified, and a national policy for military base education is proposed. Appendices include instructions for the contents of institutional reports on off-campus, military-base educational programs; lists of participating bases and personnel; and a policy statement on military-base education for the Federation of Regional Accrediting Commissions of Higher Education's policy statement on military base education.
