The report summarizes 1983 activities of a multiagency network for severely emotionally disturbed students. Introductory sections review the chronology of significant events for the project, present data from a needs assessment, and describe development of the Individual Therapeutic and Educational Program (ITEP). Sample ITEP forms and procedures regarding student demographic information, educational goals and objectives, and therapeutic goals and objectives are included. Additional project activities described include a videotape data collection procedure, application for funding of a community-based class program, surveys of 27 mental health professionals regarding services and interagency communication, development of a case management system, establishment of a multiagency evaluation consortium, and a description of an adolescent day treatment program. Staff job descriptions and a summary of the project evaluation are also provided. (CL)
