State advisory councils have been established by Congress to serve as an instrument for developing systematic, effective communications linkages between the world of education and the world of work. They are also intended to serve as advisors and independent evaluators of vocational education programs and to report their findings to appropriate decision-making agencies. A review of their annual and special reports indicates that they are dealing with the major issues in vocational education on a continuing basis. They have made recommendations regarding the role of boards of education in inservice training and in promoting school/business relationships, guidance and counseling services, expansion and strengthening of vocational education curriculums, vocational education financing, student placement and followup, and vocational education for handicapped and disadvantaged individuals. What the future holds for state councils depends on how they act on major issues facing vocational education in the next three to five years, including the Federal Government's role in vocational education, the need for a national policy on vocational education, use of Federal funds, administration of vocational education, block grants for vocational education, state plans, a funding priority for public education, and the role of vocational education in the high school.
