The contract for the Haitian American Training Institute was awarded to the Center for Human Services of Washington, D.C. on April 1, 1981. By June 1981, the institute had an enrollment of over 1,200 Haitian refugees in 45 classes with 50 instructors. The unprecedented rapid start-up of this human services program and the success of the project are chiefly due to the extensive trilingual recruiting methods that were conducted in the Washington D.C. area, on the Delmarva peninsula, and in New York City. Despite the fact that project staff in New York City were able to arrange institute bus routes to transport students, transportation continues to be s significant problem and expense on the Delmarva peninsula and to date no solutions have been devised to decrease it. To reduce operating expenses, the immigrants themselves paint and maintain project facilities whenever possible and are encouraged to bring their young children to class. Because they tend to be viewed as neutral parties, project staff have been able to extend the scope of their counseling services to include efforts to improve migrant worker living conditions. The institute program has not only improved the Haitians' language skills but has also enhanced their physical existence and social lives. (MN)
