The French-speaking population of Quebec constitutes a small, isolated island in the midst of an English-speaking world. The cultural survival of its six to seven million inhabitants depends upon the quality of its educational system. In the last few years, however, the balance of this system has been upset by a number of factors and the University of Montreal, where teachers receive their training, has been vigorously criticized by the teaching profession. Between 1980 and 1981, an evaluation was made of the University's pre-school/primary program; both professors and students judged it inadequate, although their reasons were different. Further analysis of the situation has led faculty to attempt reforms that accentuate the professional aspect of the program and allow students to work out their own training program. Under the proposed reform, future teachers will develop skills in a certain number of subjects, and their progress will be systematically evaluated. Also, individualized specialization profiles will be added to the basic structure of the program. (SP)
