Intended especially for Office of Vocational Rehabilitation (OVR) personnel who determine and implement policies, this document concerns delivery of vocational rehabilitation services to hearing-impaired persons in New York. A statement of purpose begins the document. Each of the next seven chapters addresses a critical area of the rehabilitation system. Chapter II concerns the population of hearing impaired persons, establishes baseline data using general estimates and actual agency statistics, and describes some unique characteristics of this population. Chapter III describes the rehabilitation process with frequent references to key principles governing each stage of the process. The job qualifications and functions of personnel dealing directly with hearing-impaired clients are presented in chapter IV. The next chapter defines the role of the agency's Advisory Committee on Deafness. The last three chapters discuss existing cooperative agreements and programs, the involvement of OVR in the deaf community, and independent living services and present guidelines for interagency agreement, future OVR community involvement, and continued development of services. Appendixes list OVR offices, personnel and independent living centers; describe certificates issued by the Registry of Interpreters for the Deaf; and list recommendations for the OVR. (YLB)
