Occupational Information Needs for CETA Prime Sponsor Policymaking, Planning, and Program Operations.

This report on labor force and occupational information needs of Comprehensive Employment and Training Act (CETA) prime sponsors begins with a description of the CETA legislation and programs. The role and use of this information in CETA policy-making and program planning is addressed. Chapter 2 reviews the prime sponsor planning process for CETA programs, the planning process for CETA Title I and II programs under the 1973 legislation, the major changes in the planning process brought about by the 1978 amendments, and the roles of advisory councils and the Employment and Training Administration. Chapter 3 describes informational requirements for targeting CETA resources, designing the employment and training services mix, selecting occupational areas for training, designing a training program curriculum, developing unsubsidized jobs for program trainees, and evaluating short- and long-term program performance. Desirable characteristics of industrial and occupational data are reviewed. Chapter 4 reviews and critically examines the available data sources. Information is provided on the geographic coverage, frequency of availability, primary characteristics of the information, and major shortcomings. Chapter 5 presents recommendations for improving the availability and usefulness of the local labor force and occupational information. (A 27-page bibliography is appended.) (YLB)
