The Florida Teacher Certification Examination was developed as a comprehensive written examination for use in initial teacher certification in the state. Applicants must demonstrate mastery of 23 generic minimum competencies in teaching adopted in Florida statutes and State Board of Education rules. Subtests in General Education cover writing, reading and listening, and mathematics. Subtests in Professional Education include physical development, social development, academic development, interpersonal skills, technical skills, and administrative skills. The examination format includes a writing production task, a reading comprehension cloze test, and objectively scored items for other subtests. The development of the examination included the writing and validation of test items within specified competencies and skills. Pilot testing and a final test item review established its content validity. Field testing of the multiple choice items and rater judgments in special pilot testing of the writing test provided reliability evidence. Score scaling, passing score standards, and the bias analysis procedures are described. The appendices include the personnel who contributed to development of the examination, evaluation strategies for competencies and skills, examination coverage, and agendas and materials used in the item review and standard setting panel.
