The manual presents Utah's rules and regulations for education programs serving handicapped students. Regulations touch upon the following topics (sample subtopics in parentheses): responsibilities of the State Office of Education (authority to make policy); child identification (child find and screening, referral, evaluation/classification process); service delivery (individualized education program, IEP contents and implementation, annual re-evaluation); administration and governance (comprehensive system of personnel development, prevalence of handicapping conditions, certification requirements); procedural safeguards (due process, least restrictive environment, confidentiality of information); and state reimbursement for handicapped program costs (administrative procedures for determining average daily membership in various service options, recovery of funds for a misclassified child). The bulk of the document is composed of nine appendixes, including definitions, criteria and procedures tests for 10 categories of disabilities; sample forms for required information; guidelines on confidentiality; and state certification endorsements for seven categories.
