Discipline of handicapped students is the topic of the lead article in this publication. The author first reviews recent cases regarding expulsion of handicapped students, including "Kaelin v. Grubbs," a 1982 case finding that the same due process procedures that apply to changing the educational placement for handicapped students must also apply to a proposed expulsion. The author then describes two proposed regulations under Public Law 94-142 that in his opinion do not provide true policy guidelines for schools. He then offers his suggestions for fashioning a policy that addresses the overall problem of student discipline and placement of handicapped students based on the premise that a good discipline policy is applicable uniformly to all students--even handicapped. He suggests that a student who is a candidate for a suspension of more than 3 days should be viewed as a child in need of assessment and possible placement. Minor suspension policies are also reviewed. The remainder of the publication consists of three short articles on three separate topics: the trend toward "get tough" district discipline policies, a method for raising school system morale by recognizing those who contribute positively to schools, and suggestions for school board policies on student fundraising events.
