The materials in this manual are designed to help workshop leaders prepare for and present a workshop for school board members on the roles of the school board and the superintendent in a systematic cycle of policy management. The workshop identifies the specific mechanical steps that might be considered as a school board moves to identify, write, and monitor its policies. The manual consists of six sections: an introduction; three sections on planning, presenting, and evaluating the workshop; a selection of resource materials; and a booklet for workshop participants. The discussion of planning contains information on the focus and scope of the workshop, an overview of workshop presentation, the grouping of participants, and familiarization with resource materials and equipment. The presentation section includes sequential descriptions of workshop activities, leader focuses for each activity, and instructions for conducting the activities. The resource materials provided include a paper on school board policy formation, a reprint of a published lecture on policy regarding policy-making in the public sector, and masters from which transparencies can be reproduced for projection at the workshop.
