Indian Education: A Manual for Program Management.

Initially developed for training parent committees and school personnel, the manual can be used to train parents and tribal officials in the development, management, implementation and evaluation of Indian education programs. Identifying the compliance of rules and regulations for funding sources such as Johnson-O'Malley, Elementary and Secondary Education Act--Title I, Title IV of the Indian Education Act, and P.L. 94-142 (Education of All Handicapped Children Act), an overview of supplemental programs emphasizes application and program development, parent committees, and roles and responsibilities using these funding sources. Sections discuss cultural and multicultural concepts as an instructional part of education; the procedure cycle for program development; the process for conducting a community needs assessment; program planning; program implementation (time lines, strategies, and budgetary considerations); effective meeting management; effective ways of conducting parent committee meetings, assessing their training needs, and recruiting parents; and program evaluation (purpose, process, design, final report, and findings). The manual includes a sample lesson plan; ideas for cultural development; techniques for story telling; and suggestions on the physical setting for a meeting, preparing an agenda, conducting the meeting, monitoring program activities, and group decision-making process.
